Fine, Suspension and Protest Rules
Payment must be received by Wednesday for you to have your suspension processed for a Sunday game. Under no circumstances will we remove suspensions before the proper suspension has been paid for and served according to the game report. You should follow up with an email to be sure we have received your fine and email and that the suspension has been processed. Calling on Sunday to check will not work. There is nothing we can do on game day. Fines and Suspensions may be increased by the league. Multiple suspensions of the same player during a seasonal year (August to August) may be increased. Cards or games may be protested by paying a non-refundable $100 fee along with a written protest. The written protest and fee must be received within 48 hours of the game. Your protest must prove that the referee applied the rules of the game incorrectly. According to FIFA and US Soccer rules, judgment calls are not protestable. You have to prove a misapplication of the rules to win a protest. A good example of this is an indirect free kick that enters the goal untouched and the goal is allowed to stand. The $100 fee is not returned under any circumstances, even if you win the protest. * A player receiving a 2nd caution in a game will receive the greater of the suspension. For example: a late tackle yellow and a denied goal hand ball is a 2 game suspension. This is due to the fact that the 2nd infraction was a standing red and not a second yellow. Suspensions for S2 VC violent conduct carry over from year to year. Two violent conduct cards in the same year may result in an additional suspension and fine. Please make sure that every player understands these rules. |
League Hearing Procedures
In the case where the league must suspend a player, coach, or team, a hearing may be held to make a decision or series of decisions as required. Hearings may also be called for by the league to handle team or game protests, in season rule changes, etc.
A volunteer panel of five people will be asked to serve. Four coaches from a division not related to the issue (one coach is an alternate), one outside disinterested person appointed by the league, and one referee.
Roles: One of the coaches shall lead the panel. The referee or the disinterested party may NOT lead the panel. Each volunteer will receive 1 vote. All five panel members must vote.
Scope: The panel shall answer all of the questions asked by the league. If there is a request for a decision outside the stated scope provided, the panel must receive permission from the league.
Procedures: The group may meet and vote by email, phone, text, video, or live.
Meeting 1: Review and discuss the questions posed by the league. Assign a volunteer to collect more information, interview players, coaches, spectators, or witnesses as appropriate and needed.
Meeting 2: Discuss any new information, ask the league any questions about policy, US Soccer Rules, and precedents. Come to a decision if possible. Assign someone to give the league a written decision.
